Nprm [NSSM 200 - 3rd world family planning]

Some years ago our government developed a comprehensive plan of sex education and family planing for third world countries. The plan was immediately opposed by the Vatican and most evengelical churches and was shelved and forgotten. I cannot find the NPRM number. Could anyone here help me?

Thanks ELGS, but I found it, or rather, Marie Castle of Atheists for Human Rights found it for me. Marie is a walking encyclopedia. I had the wrong letters. It is NSSM 200 and Steven Mumford wrote a book or phamphlet about it. Now to find that book.
