Let's hypothetically say that a teacher with bad taste in fashion decides to come to work carrying a two-foot wooden cross behind him. Is he violating CSS?

I doubt it. He's not encouraging anyone else to do the same.
Although there's probably something in the book about employees doing weird stuff like that...

It would probably depend on the motive, and the context, and the reception.
What is he doing with this 2 foot cross?
What if the teacher wore a small cross around his or her neck? I think that courts have tended to say that the school district does have a right to control the display of religious symbols on its employees.
What if the teacher brought a 10 foot cross and had himself crucified after school hours without forcing his class to view it? Not clear (on CSS grounds anyway).
